The Former President's Progressive Warning Overlooks The Continent's True Threat: Technological Stagnation.

The recent US national security strategy offers a flawed view of the European Union. It claims that open-border policies and so-called "progressive" policies represent an existential threat to European civilization. Yet, this perspective is based on a fundamental misreading of the reality. The actual danger facing the EU is not cultural but economic and technological backwardness.

The Stark Economic Gap Between the US and Europe

Statistics reveal a stark contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere 13.5% increase for the EU. Over this time, European income per person fell from 76.5% to just 50% of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than several leading European economies like France and Italy.

Today, roughly 50% of the world’s 50 largest technology firms are American, while only four are from Europe.

The Innovation Deficit: A Critical Problem

This widening disparity is driven by superior efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The landscape of global tech leadership is decidedly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at over $10bn, versus only fourteen in the European continent.

This gap raises a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU positioned? Most analysts agree it is essentially a contest between two between the US and China, with Europe entering at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for funding startups. Europe has yet to establish a true capital markets union, a factor that limits the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper European business. A US startup can introduce a product under one regulatory framework to access a market of hundreds of millions. The European Union, despite a larger population size, is split among twenty-seven different national systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, one can find causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Key reports on European competitiveness and the internal market highlight the necessity of sweeping reforms.

With the right incentives and regulatory reforms, these assets could support much higher levels of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality workforce, excellent education systems, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a surge of venture creation.

Importantly, even if the EU does not become the leader in developing cutting-edge tech, it can still dramatically increase economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been steady. However, without bold steps to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of world influence.
